The Steps:

Before blow drying, Harry applied the John Frieda Luxurious Volume Fine To Full Blow Out Spray to the roots. He blow-dried using his fingers, not a brush, in order to maintain volume.

Next he detangled the hair with a paddle brush and used a 1-inch curling iron. He wrapped tiny sections in the exact same direction then let the ringlets cool for 10 minutes.

To finish the look, Harry brushed the waves into place and finished with a touch of serum to enhance shine and smooth out waves.
